1987 OMC shifting problem

I have a 1987 bayliner with a 5.0L cobra I have had both the upper and lower shift cables changed and the boat will not shift from the throttle control. If you gentley push on the lever at the motor it will shift. Is this an adjustment problem?

I'll assume that you're doing this with the boat in the water and the engine running?

If this was recent, you should take it back to them and have them fix it.....
