1987 Johnson 150. Stuck float valve needle?

After reaching WOT 5300 RPM I got a overheat/fuel restriction alarm that silenced within a minute of powering down to idle. Upon inspection I found the bottom carb to be overflowing fuel. After searching this site I believe the the float valve needle is the most likely culprit. My question is if a stuck float valve needle could cause a fuel restriction alarm? Thank you

Mechanic B says no, the fuel restriction sensor is a vacuun switch and T in the fuel line just before the fuel pump.
