1987 Evinrude 150hp - Electrical Problem

I replaced my regulator/rect. this year. My old one was a 9 amp, I replaced it with a 35 amp. The Evinrude dealer says that is the one that it is supposed to have but when looking it up in his computer it says either one is ok. Since replacing it, there doesn't seem to be output to the batteries. (While running I tested batteries with a voltmeter and it reads 12.4v, batt. pwr.)<br />I ran boat all this year that way, kept charging batteries at home. Now, the boat won't throttle over 3800 rpm in gear, that is a new problem, I don't know if it's related or not. I was thinking it could be one of three problems. Stator magnets are loose/damaged (I did resistance check and it was ok), one of the powerpacks is bad, one of the coils is bad, rect./reg. is incorrect for my motor. Seems harder to fix now because the boat runs, but not correctly. Powerhead was replaced a few years back before I owned it.
