1987 Crusader 270 Carbureted (surging)

My boat has a pair of Crusader 270's (carbureted/points ignition), the starboard engine began surging at low power settings appx from idle to 2,000 rpms (surge is appx 900 rpms variance). The engine does not appear to surge above this rpm.

I am thinking fuel/water separator, fuel filter or fuel pump. Any ideas?

just an update if anyone is interested, replaced carb with rebuilt unit, engine runs fine.

I was going to suggest you either have a carb float problem or a fuel pump issue.
