1987, 88hp Johnson Overheated

While driving in Tampa bay I got some plastic wrapped around the water intake. Unfortunately it wasn't noticed till the engine stalled out due to overheating. Now it turns over but will not start. I checked the compression today and it doesn't look good. The four cylinders were 95, 75, 30 and 80. Any suggestion or input would be greatly appreciated.

95 lbs is probably normal compression for the engine. The current compression you have is indicative of an upcoming teardown and overhaul. Prior to coming to that conclusion, you may want to pull the heads and replace both head gaskets. Possible that they were damaged during the overheat. While you have the heads off, check the cylinder walls for scuffing. If the compression comes back up, run it.
