1987 85HP Force runs well when 90% choked

My outboard will idle nicely if I hold the choke almost all the way closed. If I open it up, the motor will rev then start missing (sputtering) and die. I can't find any air leaks. Cleaned the carbs twice. I did notice that the air screws are snugged all the way in. I'm guessing that is not right but I don't know the correct settings for these. I may try turning them out a half turn and seeing if it makes a difference. If anybody has any advice, I'd sure appreciate it.

Idle mixture screws should be anywhere from 1 to 1 1/2 turns out from lightly seated.

With the idle mixture screws turned all the way in, it's cutting off all the gas to the idle circuits in the carburetors.
