1987 85 hp adjusting carbs.

hi guys, i just rebuilt my carbs and fuel pump on my 1987 85 hp force , do i adjust the mixture screws with the intake off the carbs? or with the intake on. , can i adjust them running motor with garden hose? or going to lake? any tips will be appreciated.

There will be three holes plugged with rubber plugs (maybe) If your carbs have low speed needles in the front, you can adjust through these holes without taking off the airbox. If tou have carbs with the needles at an angle in the top back of the carb, you need only to put a screwdriver on them.
