1987 8 hp evinrude question

What do the choke symbols mean in the picture. obviously the symbols on the right are the position of the choke bar, what is the upper left symbol mean and the lower left? Also is there a significance to the red portion of the choke bar?

On second thought, is that a decompression valve and not a choke? I just bought this 8hp and want to make sure I operate it safely.

This actually a dual function choke and primer system. As you pull it out all the way it is injecting fuel into the intake (it's like a syringe) this is the primer function. if you release it from that position it should go back in most of the way by it's self with the red ring at the base of the shaft still being visible, this is the choke position. after the motor has warmed up a bit you push the knob in all the way, this is the running position.

thank you, that makes more sense. After posting the decompression idea, I went back and looked closer and popped the cowling. Clearly that handle has no connection to the cylinders. Probably get it running soon. Thanks for the help.
