1987 5.7 alpha 1 shift interupter switch question

Is the shift interrupter switch supposed to work even when shifting out of the water? I replaced my lower shift cable when the outdrive was off the boat, I have went through and thoroughly checked my cable dimensions and the allowable slack tolerance and still the switch doesnt work when shifting. I can move the switch and it does interrupt the engine so I know the switch is good. I dont have a lot of grinding going into forward or reverse either. Please advise..

Alpha`s do grind going into F or R that's why you shift "firmly" into gear. The shift interrupter should not work on land. If it works on land the cable is shot. It is only supposed to operate in the water with a load on the prop coming out of gear
