1987 225 Johnson VRO idle problem

I'm running a 1987 225 hp Johnson outboard on my 19 foot boat. The idle is set at 1000 rpm, however the idle will drop off to 600 rpm and then come back. This all happens with the motor in neutral and not with any type of pattern. I've cleaned all the carbs and readjusted the idle but the problem still is there. Any suggestions to what may be the problem?

compression,thermostats, idle timing, magnets in flywheel. How does it run at full throttle?

At full throttle there is no problems. The motor works fine.

Check the little plates on the side of each carb. They are prone to leak air in and cause all kinds of wierd problems. Put a large washer under each (should be two on those carbs) screw. This will help any plate that is slightly warped. Also make sure you have the right O-ring between carb and throttle body and it's in place. Also check the seat for the inlet needle. Some required a washer and some did not.<br /><br />Good luck!
