1987 evinrude keeps puttering and cutting off. There is light blue white cream on the bottom carb and a little on 2 more carbs when it's running. The bottom carb seems like its spitting out fuel or maybe water from the throttle part. I checked the reeve valves and the look good. Could it be water getting in the heads it something. The whitish bluwish substance is on the back part of the throttle in the carbs. Please help. It runs good and then starts sputtering and cuts off
