1987 140 HP Johnson VRO Warm Starting Issue

Having no problem on a cold start. After running and warming up I am having issue getting getting outboard started if I shut off. Usually run from any where from a half hour to 2-3 hours trolling and at WOT before turning off. As soon as if turn her off she doesn't want to start again ( Full batteries and starter working great just seems to not have any gas all of a sudden). If I wait 20-40 minutes she will then start again and run fine. Seems like I could run the engine all day as long as I don't turn off.

Could this be a carb issue or possibly venting problem....any advice!

Have you tried pumping the fuel bulb back up hard and then not choking the engine?

I recently picked up a 15' Valco w/ E60hp which the previous owner had the very same symptoms and did not want to put $800-$1000 into it. It also runs with the VRO oil Injection system and what happens when the VRO System fails is that they inject massive amounts of oil in with the fuel and then the system overloads and won't re start.
I looked on utube and there were a couple videos on how to disconnect that system which turned out to be very simple. Disconnect a electrical plug, plug a oil line and then mix oil with the gas in the tank. Did that and she started up with a little help from starting fluid and she's been running great for the last year / or until I started having O/H issues.

I have tried to pump fuel back in and not choke with no love. Wondering if it is an oil problem seems like fuel is in the carb bowls but it's acting like fuel isn't there.

Might go with disconnecting the VRO, any way to tell if its getting too much oil to hinder restarting before removing. Any other advice....appreciate the comments

Also could I drain the carb after warm to see if it looks too rich in oil compared to a 50:1 mix.
