I have gotten my Mercury running but it only runs @ 3000 rpm(shown on a brand new tach) and will not drop down into idle. The motor ran fine the last time it was run but it has been stored for approx 1.5 years. Now in that time I did remove the idle stabilizer because I had read some negatives about it and the wires for it were corroded and fraying. I expected to set timing when it ran next to counter the stabilizer being removed but the idle being that high is throwing me off. I still have the stabilizer and I can fix the wires but I'd prefer to leave it off and correct without it. My logic here tells me that if you disconnect the stabilizer to initially time the motor then the idle should be normal? I have the Clymer manual but it doesn't cover this in any troubleshooting.
A video of the motor running.

Gee, I think you need to check your throttle cable and idle pickup timing. When the carbs are still closed, but ready to open, the timing should be 0-9*ATDC. Max spark advance should be 21*BTDC. You can test the timing by cranking the motor, by removing all but sparkplug #1. Remove the prop as well so it won't hit your legs while cranking the motor in gear.

After tht timing is set, adjust the idle set screw and throttle cable to give about 850RPM with the throttle handle in neutral.
