How does the electronic safety governor work on this motor? Does it stop fire to one of the cylinders and if so would it be the top or bottom? Trying to determine if my 6 month old powerpack has failed or if it is something else. Bottom plug is not firing. Can I bypass the safety governor to test?

Just unplug the harness from the governor and plug the harness directly to the CDI module....I've only seen one bad governor in 22 years. Or, you could run the tests in the service manual and find out what is wrong.

22 year record stands. Bypassed the governor and same results. Have new powerpack on the way. Could a power surge through an onboard battery charger have fried one bank of the powerpack? Is there any other component that commonly causes this?

No, the fuse would have blown...Anything in the ignition system cold cause the problem...That's why you run the tests in the service manual before you buy the expensive parts that you can't return.
