I had been battling the same thing with my 1988 Johnson with high rpm rollback. And after replacing fuel tank (Because of rust) primer ball and line and filter with no results I did a Carb rebuild and solved my problem.
Oh yea the carb kits cost me about 14 bucs apiece, but tedious care should be taken when rebuilding carbs and hooking fuel hoses back up with the proper tie wraps. This is the last thing I would do after I had done the old start from easiest to worst case senario, like checking fuel pickup, is your tank vent working properly? Is primer bulb and line working normal? Is filter unabstructed? fuel lines properly connected without looseness or tears? Goodluck and hope all goes well for you.
