1986 Evinrude water pump issue

I have replace the impeller 3 times. The cup and housing twice. The lower intake screen once.
The impellers are turned in correct direction.
The key holds impeller to the shaft.
I hook a drill to the shaft and spin it in clock wise position in a tank of water.

I can not get it to pump water! What am I missing?

Are you bringing the water level above the pump it’s self. Pumps are not self priming and must be completely submerged.

how is the intake cavity under the water pump housing... does it let watr reach the pump housing or plugged up with whatever is down there ??

Could be your thermostat. Blow compressed air or pressurized water while its open. Check your telltale line as well. As others have mentioned either you don't have enough water (add more water than you think you need) or there is a blockage somewhere.

I have no clue what you are referring to!

Is the water in your testing bucket 6 / 8" above the impeller, yes or no ?

this a 15hp motor

A 9.9 or 15 HP is the same pump.-----Has been the same pump from 1974 to 2005 or so.----Never an issue with them.

I not submerging it that deep. A couple inches below water level.
Plate can only go on one way. I've tried to put it on differently and will not fit but one way.

the key is slipping or the impeller is sliping on the key either way the impeller is not turning or water is not treaching the impeller housing
???

if you submerge the gc with no impeller housing ... just the base plate
does water come up the banana shaped openning of the base plate ?

hard to see from photos but....

that gc uses a straight PIN key ...according to the parts list your impeller looks like the "tear drop " impeller key type ??? are you using the proper impeller # for your motor ??

What your saying makes since but the key is holding! I haven't tried that submerge test with no impeller housing attached. I will but I would not understand why water wouldn't enter that cavity. I'll check
