1986 Evinrude 70hp VRO

Last year i got a new (to me) 16' aluminum fishing boat. it came equipped with an evinrude E70TLCDC... there is a laundry list of conditions making this motor unreliable at the moment, and i am considering a complete tear down and rebuild. here is what she is doing:

1. she doesn't like to start when cold, and when she's warm, she fires right up most of the time while on the muffs, but in the water she isn't as likely to restart as much.

2. she doesn't particularly like to stay running at low rpm. on the muffs she will idle sometimes, but i usually have to keep the fast idle lever up about 1/3. when on the water she needs the idle way up to stay running.

3. no matter what i do, when i'm on the water, she will die everytime i come down off the throttle to slow the boat down before i can bump up the idle lever.

4. she shakes like crazy at low rpm, but is pretty smooth when the boat is up on a plane.

i will be testing compression tomorrow afternoon... i'm sure that will help the experts on here, so i'll post the results of that when i have em. besides that i am planning on rebuilding the carbs no matter what, and replacing the coils and plugs. i just need to know what else i should look for, test or adjust before i decide whether or not to tear this thing down completely.

i would really like to start enjoying this thing, so any insight will be much appreciated.

I am no expert but I would start with compression test, clean/rebuild carbs then run it again and see how it runs.
