1986 Evinrude 120hp VRO missing on one cylinder

I have an evinrude 120hp VRO motor that I'm trying to get running. I replaced all the spark plugs, replaced one coil that was no good, now has spark on all 4 cylinders. Started the motor out of the water with muffs on it and did a cylinder drop test and found that its missing on the upper port cylinder. I checked compression and there all over 120psi, switched the coil and plug wire with the new one and its still missing. I switched spark plugs with a cylinder thats firing and its still missing, the plug that came out was wet with gas. I pulled the carb out from the bad cylinder, cleaned it and checked the float adjustment then reinstalled it back on the motor. When the carb was off i visually looked in at the inside of the reed valve and it looks the same as the cylinder below it. I started the motor again and did another cylinder drop test and its still not firing. I'm going to take it to a lake and run it in the water to put load on it to see if it'll start firing then. Has anyone had any issues like this before? What else should I check if it doesnt start to run properly in a lake?

and when I do the cylinder drop test I pull the plug wire off the spark plug while the engine is running, all the other cylinders make a big rpm change in the motor and that bad cylinder has no rpm change at all

I took the boat to a lake today and cruised around. It ran smooth from idle to WOT. After driving around for about half an hour I stopped and pulled the spark plug out and the plug was dry and a nice brown color, so the plugs firing now.
