motor runs excellent and but seems to have a problem in rough water. almost sounds like the prop is coming out of the water. the rpms rise and fall. is there a clutch that can be adjusted or the prop nut be tightened?

If your spinning the hub then the prop needs to be replaced or reworked if that is an option.

The fact that you say it only happens in rough water makes me think it may just be cavitation. if the prop is too close to the surface it may be drawing air down.

sounding like it's coming out of the water may mean it's.....coming out of the water. If running in big water, keep it slow -- adjust trim for conditions.
