1986 25hp Evinrude remote conversion problem

Hi, I have a 1986 25hp Evinrude. It is the rope start, tiller steer model.
I have been converting it to steering and remotes.
Everything had gone well so far - steering all works, shift cable conversion and cable with remote work, but when trying to add the bracket to hold the throttle cable, the manual has it in an area where it overlaps with the fuel line. If I put it where the manual says, I can't attach the fuel line!
I have followed the manual for everything and am not sure I want to start experimenting now.
Any help? I can post photos if it helps.

Additional - I have looked more closely at the locking bracket and it seems that it doesn't look correct. Are there are locking brackets specific to tiller conversions and ones for non-tiller?
