1986 -16ft outboard switches control what ?

I have recently purchased a used 1986 Beachcraft open bow 16' with a 90hp Evinrude engine. It has two toggle switches on the dash, which control something, but not sure what :-( It currently doesn't have a bilge pump, but maybe one of the switches would control that if it was there. The bow and stern lights don't come on with either switch so I was hoping someone with this same boat could clue me in as to what the operate.

I'd guess either there WAS a pump or it is the lights but they're burned out.

Are you able to follow the wires back? They have to lead to something.....
