my 1986 140 keeps loosing power, points spark plugs power pack and wires has all been replaced!!!!! if i push throtle from nueteral to full throtle theres about a 10 seconds hesatation then on its own starts to throtle up. and sometimes i cant get it on plane. it will do about 13mph at 3500rpm. any help will be great! also does my primer ball have to stay hard all the time?
