1986 125hp trim/tilt leak down won't fix

I have been working on this system for over a month now. So far I have rebuilt the trim/tilt with new orings, and am on my 3rd pump but still no luck. It seems to trim however won't stay up and will not go to tilt. I am using 30w non-detergent and I know its full. When going to tilt the t/t motor keeps turning but it wont raise the engine. I am at my whits end with this thing. I can't see it being a relay since it tries to go up and down. My only other thought is that the t/t motor is not able to push it or I have blow by somewhere. Also there are no leaks. Any ideas?

Unfortunatly replacing the 0-rings usually won't fix it.
Most time the pump can't be fixed and a new pump(not motor)is needed.
RRITT works on these.Send him a PM.From what I've seen he won't rip you off or steer you wrong.J

Thanks Jerry for the response. I have replaced the pump. I bought a used one from a dealer in my area and that didn't work. I then replaced all the seals in the trim and tilt. That seems to have made it worse. It use to tilt. Now it won't. It trims and then just stops when it gets to tilt. It still leaks down when in trim though there is no oil leaking anywhere. So then I went to eBay and bought a new chineese pump. Still no luck. I did notice that there is corrosion in my t/t motor and thought that maybe it didn't have enough power to raise it. I don't know. I'm out of options. Maybe I screwed something up when I changed all the o rings.

The only thing left is the tilt cylinder.They do go bad.J

have somebody run trim motor while you lift engine by hand.
have a block of wood handy and toss it up under there.
double check reservoir to make sure it stall has oil in it.
if not top off and repeat.

Once you have it blocked up and are confident that reservoir has at least little bit of oil left -

take loose bottom right tilt tube.
it may be easier to take it loose from pump end
using a combination of 3/16" inverted flare fittings from NAPA - plug up the oil tube
once tube is plugged carefully remove engine blocks

it it drops then ram needs rebuilding or replacing
if it does not drop then valve body needs rebuilding or replacing

i would not put a new valve body on a 125HP
if it is new then it is chinese - only 1 factory in world
I am having bad results with chinese durability
