1985 Regall empress 200xl outdrive issue

So after the lake today I pulled my boat out and noticed my Outdrive wont raise or lower makes a scratchy type noise when you hit the button and the outdrive you can honestly easily lift it by hand which isn't supposed to happen which is strange what could the issue be?

Has a 260hp Mercruiser V8 20ft boat.

Sounds like it's out of oil. You know how to check the trim pump oil level?
