1985 Mercruiser lower unit install and where does the "domed washer" go? 205hp v6

Good day Mercruiser experts.
This is my second attempt to post this. I have read various posts here and used advice but still challenged.

Yes I had a "leftover" stainless steel washer after last install. Interesting that it is "domed". (formed domed or bent over the years?) Diagram I found & parts list don't show a domed washer. Read here about the missing washer on shift shaft.Old post. Not sure when/where the washer fell off.
Since last install didn't give me fwd/rev I hoped installing the washer over the shift shaft would do the trick this time.
Yes, impeller was changed which started this task.

Current status
1.) lower unit installed. Control in fwd
2.) prop locks ccw...clicks when rotated fwd. Strap on prop was helpful.
3.) domed washer over shift shaft this time...dome up
4.) can't move control to neutral...guessing washer is issue...too tight against shift control?

Shift control moved ok previously fwd, N, rev but did not engage prop.
Shift shaft is toothed gear in lower unit for this model year.Turned cw to lock prop.

Hoping for patient expert advice as my luck hasn't been good on this task. Planning to give the Four Winns 190 Horizon to my grown children when complete so their kids can learn to waterski.

It is a FLAT SS washer slipped over the splined lower shaft

Thank you for the response Bt Doctur.
Any thoughts on where the domed washer came from? Original washer bent or elsewhere in lower unit.
Hate this trial & error process with lower unit. Hard to align & raise.

someone assembled it wrong ."Hard to align & raise." you have is backwards . you put the lower in a stand, turn the splined shaft fully clockwise while turning prop CCW until locked. Apply grease to lower splined shaft and drivshaft splines and
LOWER the upper unit into place turning the input shaft to align the splines until it drops down making sure the upper brass shoe fits on the lower splined shaft in a STRAIGHT LINE.
