1985 Johnson 30 Leg Question

I notice two small holes on the bottom of the leg left of the water intake on this motor. Is this normal or has someone possible drilled the holes in the leg? Not sure why they would.

When I run the engine pressurized with a garden hose, water pisses out of these two small holes.

Those are drain holes so water does not stay trapped in the leg and freeze in the winter...

I was hoping this was the case. The only other motor I have owned was a Merc and I could not spot anything similar on it.
