the engine has power with no load under it when in water under a load it has no power just bogs what could it be?

It's not making power on all cylinders, Timmy. It will seem like it is okay running on 2 with no load on it.

I'd start with a compression test, spark test .

And go from there.

Sounds low on compression LOL. Ok its really low on compression they should be around 100 for good preformance. Check your head gasket to see if its blown

These engines do not run a lot of compression. Did you take all the plugs out when you did your compression test? Put a timing light on each plug wire when you are on the water, and you sense that it is bogging. Check for strong contstant flashes from each plug wire. Esp watch for intermittent misfires.

would bad coils and or plug wires cause it to be this way?
