1985 60hp mercury won't plane

waterpump failed and had been driven about 1/2 a mile at 1800rpm before I noticed. Replaced pump 2 mouths later and it has full rpm in neutral but will not go over 3000 rpm under load. Rebuilt carbs but same problem. Any thoughts would help. THANKS compresion was in the 130's on all cylinders.

check compression more than likly head gasket no good

I was using timing light to varify spark and found spark on 1 of the the 3. Will this engine run on 1 cylinder or am I missing something?
