ok here is what i have so far engine will spark when spark plugs are out but will not spark when you put them in the motor they are new plugs motor will not start,the plugs will spark when cranking with the plugs out by using the electric start,but with the plugs out and use the pull rope it will not spark tested the coils with a ohm meter on ohms and getting 949 out of the top one and 952 on lower one compression on top cylinder is 122psi bottom cylinder 126psi

If you have spark with the plugs out I think its there when their installed, have you squirted some pre mix into the carb to see if its firing. it may be a fuel problem.

If the plugs fire when out of the motor, they should fire when in the motor. This can be checked by using a timing light on both plugs while cranking it over. Sounds more like the carb needs a good cleaning or rebuild and the fuel pump done also at the same time. Using a piece of clear hose between the fuel filter to the carb will tell if fuel is getting to the carb and any air bubbles will tell if the fuel supply is letting air into the system. You can pump some of the fuel into a glass jar and leave it set to see if any water intrusion has gotten into the fuel. JMO

ok i dont like doing it this away but i shot some starting fluid in it and it didn't even try to start...

Spark timing may be 180 degrees off - switch the two green wires on your coils - this will make the opposite cylinder fire (opposite spark timing than what you currently have)
I had this same issue - You have Compression/Spark/fuel (fuel being starting fluid) - If it won't even sputter/start like that, your spark timing is wrong

This was 10 years ago.----They likely figured this out or bought a new motor long ago.
