1985 15 HP Johnson Runs Hot

I've Replaced The Thermostat & Head Gasket but cannot seem to keep this Engine Cool . The waterpump is in good shape & I've cleaned as many of the Passageways That i can get to. what i need is a Diagram of the Cooling System or Water Flow of this Engine . I have Tried Cleanig Farther into the cooling areas with a piece of small Wire . the Water is getting into the engine ok , its just not coming out like i think it Should . I was told the water exits out of the bottom down by the foot instead of 1/2 way up where the Exit hole is . it only Sprinkles out of that hole.

How are you determining that its overheating? What year is the engine? Can you hold your hand on the head while running?
The sprinkle you refer to is likely normal coming out of the exhaust relief port. The majority should come out of the center of the prop....
