1985 115 Stuck In Forward

I changed the water pump on my 1985 115. Was instructed to put it in forward gear before dropping foot. Got it back together but it's stuck in forward. It actually cranks in forward. Any suggestions before I tear it back apart?

How do I get the lower unit in neutral?

Turn the shift rod.------There will be resistance from a strong spring.
