1984 Mercury 50HP 2 stroke wont run WOT?

Hello all, Ive been messing around with my 50HP for some time now.
It wont run WOT, it runs perfect until I push throttle all the way forward, it seems like it wont advance into high speed, or advance to full RPM. It doesn't sputter or miss, it just wont go to full RPM. The carbs are synced properly and butterfly opens up fully when throttle is all the way forward.
I just replaced stator new quicksilver, same with switchbox, brand new, and rebuilt the carbs, cables are adjusted, all works perfectly just wont advance to full RPM, it just stays in low, what could this be, tank vents been inspected, ball is tight when pumped and the carbs don't leak?? Thanks in advance for any input.

What is your WOT RPM? And what should it be?

I am not sure what the rpm is at WOT now, I would guess its, 2000 and the book states WOT is 5500. Iv'e had this motor performing beautifully before after changing stator and switch box, then one day at WOT on plane the float stuck so I rebuilt the carbs and ever since I can't get the thing to run right or advance, the carbs are not the problem, everything seems to be set right, I think I may have to advance the timing or something??
