The motor has a problem with intermittent loss of spark. This only happens when trying to start the motor, when it is warm it runs like a top.

Based on advice from my local outboard repair guru, he says that my issue is probably the timer base.

How would one test a timer base on an '84 evinrude 70hp outboard?

So, do others usually just swap parts to diagnose?

Go to the CDI website and locate your engine, use their troubleshooting section.

It turns out the intermittent issue is the timer base assy.
