I have been trying to trouble shoot this engine for a while. I installed new carb not cheap clone. new fuel pump, plugs and timing belt. Adjusted valves , good compression. I cannot start it cold, choke has no effect at all i can pull choke out all the way when running and keeps running like it is not on. The only way i can start it is a spray of carb kleen. other than that it runs fine. Thanks in advance for any help.

Have you verified that the choke is actually closing off the carburetor when you turn it on? Look into the carburetor and make sure the choke plate is working properly.

Some pics might help. It just doesn't make any sense. The engine draws air through the carb and the choke plate physically blocks off the input, so it HAS to have an effect on the engine. You're missing something pretty obvious here. When the choke is closed, there is increased air pressure pushing more fuel through the fuel circuits too, which definitely should help the cold-start issues. Post some pics of the carb installation, with some pictures of the carb looking into the throat with the choke wide open and with it closed.
