Ok, then why did not other years and models say operating range to the upper limits of 7000 rpm on the metal tag??? This is the question of why other 15 hp outboard tags never have said this. Yes, any motor can be adjusted to higher RPM until they blow up like many race engines like dragsters for example do. Operating range on many and most 15's listed on the metal tag only go to 6500 rpm. So is it possible that these models were built stronger to take higher rpm like race engines you mention are? Maybe for the small racing market up in the area of the country where OMC was. So per the brochure that 7000 rpm that was NEVER listed before on any 15 tag I have seen and I have seen dozens, must have a reason for being. I think it was the tuned exhaust that allowed for this and the higher RPM tag rating or they were just trying to impress the Japs and their rated at the prop HP, that came on the scene about this time as was greatly upsetting to OMC. So race engines go way up in hp/rpm like the 9000 rpm engine you mention. Don't know what that has to do with this? I don't know the rpm of the F1, but know that Honda had a sports car on the market here about 10 years ago that redlined at 10,000 rpm. Almost bought one.
