1984 115 Johnson low RPM at full throttle

New rings, compression 90-95 wet spark plugs after 1 hour running. seems like it could be skipping at idle
RPM low at max throttle. I can run faster.

I had a mobil tech come and check out the electrical and compression fuel flow ect. Found no problems with the motor.
Then I had the carbs rebuilt. I had already mixed 15 gallons of gas with fuel stabilizer with the 5-6 gallons bad gas that was left in the tank for about 1 1/2 years. My question is - Should I drain the tank and change the fuel water seperator filter before running this motor? It will not be easy so I just want to be sure I really need to do this.

Borrow a portable 6 gallon tank and run it on that and see if the problem goes away, it will tell you if your problem is your onboard tank.
