1983 Mercury Bllack Max 150 Starter Issues?????

I have a 83' Black MAx 150 and the other day n the water I noticed some issues with the starter, It was like the battery was running low but it is new. After docking as I was getting ready to trailer the vesel it would not start it just sounded like the starter was stripped out. I opened the cowels up and upon inspection the starter was intact but missing some hardware on top I found the bolt that was on there but I am missing the rest of whatever it is to make it work. Any ideas where I could find this stuff? The starter was new as of last spring and only 15 hrs of time since then.

When I try it with the bolt on top the gear ingauges but the shaft just spins...
