1983 mercury 90 elpt rpms drop can somebody help?

I took apart the carbs and cleaned them very well. I replaced the floats(all three), but it still looses power around 2200 rpms. Is there a piece on the top carb that is missing to open the carbs all the way? Because the manual calls it a cluster lever its kinda shaped like the letter U. Can anyone help thanks if you can...... I think it acts like an extention to open the carbs more. Im not talking about the roller...........its something else something lever I'll get back to ya on that one.

You can go to the BAM Marine parts site, take your serial number and look at a complete parts breakdown for your engine to see if there is anything missing
