1983 Mariner 8HP, new impeller but seeing only steam from telltail

I am still only getting steam from the telltale even though I changed the impeller. I put a hose on water tube in the leg & it came out the telltale, I also held the lower drive in water whilst turning the driveshaft with a drill, water coming out of the pump top as expected although not a strong squirting mind. I had water coming out of the telltail once & thought it was sorted but only once, had both water jackets off & they were clear, what else do I beed to do,

Are you running in the water, in a barrel or on muffs?

My old gal got to the point I had to put a bigger "drive key" to keep the impeller turning, whilst she was running.
Double check shes spinning the impeller and not slipping.

I'm running in a barrel, the key on the shaft is good. I have noticed water coming out of the lower unit joint at the opposite end to the prop so that could mean water is pumping out but not going up the metal water tube either the tube is not connecting into the top of the pump or the pump housing seal for it is bad?

Do you put a gasket or sealant on the lower joint? Am I needing the water pump complete unit or refurb kit?

Where the mid-section attaches to the powerhead or where the lower attaches to the mid-section?

Double check the tube and add more water. The water level in the barrel needs to be up into the midsection.
