1983 140 crossflow neutral switch kill switch

My boat sank and we finially had the 1983 140 hp johnson running on all four when it just cut out. No spark. It will run fine if we unplug the big red connector and crosss the starter. It seems to be a problem with the tether kill switch. When i test the kill switch it completes the circuit when the tether cord is removed and there is no circuit when the cord is attached. The boat wont start when the tether switch is in either position. So I am thinking it is another problem.
Is the tether cord kill switch functioning properly when it is closed circuit when attached and open circuit when removed ?
What else can i look at and test in the control unit. You can hear a click in the control unit when you plug in the big red wiring connector at the motor and then the engine dies.

Spark goes away when the dead-man contacts meet. Same with the M terminals on the key switch.

Thanks wILLY, what ones are the m terminals ?, I had the control unit apart to clean it up and check the wires .
