1981 Johnson 50 Shift Rod Height

I need to know the shift rod height for this motor. It is a long shaft (J50BELCIC) with electric start. I looked in the top secret files, but the only 1981 50hp was a manual start. It said the shift rod height should be 21& 23/32. However if when I try to set it to that length, the rod comes completely out. Has someone changed out the rod or is there a different height I should set it to. Thanks.

Yes it is in the neutral position.

My chart shows 20 -29/32 " in neutral.
