1981 Evinrude 70 HP GETTING TO MUCH FUEL?

I have a 1981 70 hp evinrude. Running real ruff. Pulled plugs and all are wet. what type of choke system is on this? Could that be problem.

It uses a choke solenoid attached by linkage to the carbs.
Have you checked the spark and compression?

It has spark have not checked compression.
