1981 9.9hp Johnson seahorse recoil

I was cast fishing with my brother a couple years ago, and when we went to pull the chord to start the engine we noticed that it was stuck. When we opened the lid to the engine a small part (possibly a spring) fell into the water. I am pretty sure it attached to the red part seen in the pictures below. I think it prevents the red part from applying too much pressure onto the flywheel so that the chord can be pulled relatively easily.

Does anybody know what this part is called, whether or not it could be fixed by somebody unfamiliar with outboards, and if not, how much I can expect to pay for a mechanic to fix it in a shop?

Not sure but suspect that it is a compession release and the part that fell off was the compression release spring. Not sure about cost but I wouldnt think more than an hour labor.

that's the lockout pawl and it's suppose to prevent you from advancing the throttle too far when you have it in the start position...

Thanks! Is it a relatively easy fix to do on my own? Should I buy a manual or do you think I could find a howto video on youtube somewhere?

is the linkage otherwise jammed preventing you from pulling the starter?..if not, I wouldn't worry about it...as long as the armature plate is moving you should be good to go...the best manual is the omc original workshop one from outboardbooks.com or ebay

You will need to get that part replaced, comes with the spring or remove it all together.

This is what it looks like installed, it's not hard to change.

if you'll go to shop2.evinrude.com and look under 1981 model no E10RLC10...exhaust housing...part no.13 and no.127...you see what you need
