1980's 4.5hp Johnson

I have a 1980's 4.5hp Johnson I picked up a week ago and its a very clean little motor and has the gas tank mounted in the top. The previous owner said the carb needed to be cleaned so I did that and ended up replacing the fuel and vacuum lines because they were bad. So she starts up just fine and runs well with the choke on but seems like its starving for fuel with the choke off and quits. I'm wondering if there is a fuel pickup in the tank I should clean out or what may be the issue. I bypassed the fuel filter to eliminate that variable. Carb is clean inside. Thanks

Some of these motors have an orange rubber thingy / bladder in the carburetor.---It helps gravity in getting enuff fuel into the carburetor.

I can't seem to locate the model and serial number tag but it seems to be a J5RCIC or there abouts. It has the little orange rubber thingy but if I unhook the vacuum line it stops running so I'm thinking that part is working.

I cleaned out the whole fuel system again and am starting to think that the float must be sticking. Any thoughts on this?
