1980 Honda BF75 Spark Plug Fouling

I have a 1980 Honda BF75 7.5 hp 4 stroke. It has very low hours. The lower spark plug fouls with black soot. The upper plug is fine. The engine runs well until the lower plug fouls out. The carb is working fine. Has anyone had the problem in the past and any suggesting will be appreciated.<br />Bob

You,re idle speed is way too low, or you have an exhaust restriction, or you are lugging the machine.What are you expecting this thing to accomplish?
