1980 60 hp evinrude won't start

Hi, Hope someone can help.
I have a 1980 60 HP e60elcrs evinrude. It has 130psi both cylinders, good spark and good fuel. The motor will turn over fast but won't fire up. Not even pop with quick start. I'm thinking it could be a timing issue with the optical sensor but before i pull the fly wheel off i figure i check with some experts. Also not sure if this matters but the engine is on a stand and the harness is not hooked up so i am jumping it at the starter.

Any ideas would be appreciated,

Sheared off flywheel key? Seen that before, engine will still spark, just not at the right time.
