1980 ? 25hp evinrude no fire

have a 25 hp with mod. #E25ROCS .think it's a 1980.it has no fire at either plug. check kill button seems ok with ohm meter plus i disconnected the ground wire to it.any ideas what to check next or procedure to check coils an power pack.

think it has a 113-2285 switch box??
