1979 Johnson Javelin 100 hp will not get above 4000 rpm!

I need help! I have a 1979 Johnson Javelin 100 Hp (100tlr79s) that no matter what I do it will not get above 4000 rpm at wot. Spark on all cylinders will clear a 7/16 air gap with blue spark.
Compression is as follows...
#1 120
#2 119
#3 119
#4 120
Here's what has been done so far...
1. Total carb disassembly, cleaned, 4 new 50c high speed jets installed, floats are dead level( checked with caliper to make sure),new floats,needle and seat.
2. Checked wot timing (using Jim Reeves method) dead on at 24 degrees.
3.Installed 2 new power packs. ( 1 was having intermittent firing issues on cyl. #3 so changed both)
4. New fuel lines from tank to carbs.
5. Temps sensors unhooked to check for slow speed engaging.( no change).
6. Changed from a 12 3/4 x 23 prop to a 13x19 (Helped some but still 4000 rpm max)
7.decarbed the pistons and rings using the seafoam in a gallon of gas method.
8. Link and sync using Evinrude/Johnson shop manual (48-235 hp / 1973-1989)

This engine will idle all day long at 650 rpm and throttle response is smooth and sure and boat will jump out of the water like a shot cat. But from all the research I have done this engine won't be at peak performance until 5000-5500 rpm is this correct? And is there something I have missed or failed to check?

Flywheel key ?---Reed valves checked ?---Motor does not have S.L.O.W.

could be hull condition -- waterlogged foam and water under the floor.

racerone, flywheel key is in mint condition with flywheel torqued to specs but I haven't removed intake to examine reeds, but I will do that next. Thanks so much.
oldboat The engine is on a 1984 Allison xst 17.5 ft. I haven't found any foam anywhere in the boat as of yet but will look again, dry weight of that boat is less than 600 lbs so the 100 hp should be enough to carry that I would hope. I just cant seem to figure it out. I love reading the forum on this site and has been a great help to many like me, many thanks to all the knowledgeable folks here that share their experience to help all of us.

Has this ever spun at the correct RPM ?

If not, what prop are you running?
