1979 Evinrude 2hp recoil starter

I picked up a 1979 Evinrude 2hp and the starter rope is fully extended. I have been unable to remove starter to try to repair it. Looks like two clips on rear of engine and two bolts that extend up fron bottom of engine but top still doesn't come off. What else needs to happen to remove starter?

Welcome to iboats! I'm not familiar with your motor but on the parts list, it looks like there are only 1, maybe 2 screw / bolts on each side that hold the cover on. It maybe just a little stuck from age. Thump each side, front and back with heel of you hand to loosen it up. I see no clips on the diagram. Also, be careful when removing. That spring can cause bodily harm. Follow url and see the cover.
