1979 3cyl 70hp; end cap torque spec?

1979 Mercury 3cyl 70hp. Anyone know the torque specification for the endcap bolts, #23 in this picture?:

(Accidentally loosened the endcap while replacing trigger, thinking I needed to remove that to release trigger)

If I don't get a spec, I'm going for blue threadlocker and 150 in-lb (12-13 ft lb).

I dont have my book with me right now but I seem to remember it to be in the range of 100 to 150 in/lbs. I think they are 5/16" bolts and should be able to take 150 in/lbs OK.

My old stand by way for checking something like this when I dont have torque specs is to take my torque wrench, set it below where I think it should be and try to loosen one of the others. If it clicks before it loosens then bump up the torque a little and try again. Continue this until you find how much it takes to loosen it and that is close to where it should be. All this is fine as long as you aren't dealing with a stuck bolt. These end cap bolts aren't prone to being stuck.
